William (Billy) Blood currently serves as the Associate AD of Finance and Administration with his day-to-day duties including oversight of the athletic department’s $140M annual operating budget, management of all athletics’ procurement processes (RFP, RFQ, & AP), financial reporting and cash fund reconciliation, special event / concert settlements and serves in the role of the department’s delegated contracting authority.
Blood has successfully negotiated contracts including a recent partnership renewal with Ticketmaster and implementation of Clover Sport for all of UO Athletics food & beverage point-of-sale locations. He served as Athletics’ liaison for finance and contracts to World Athletics Championships (Oregon22), which was hosted at historic Hayward Field and for the first time in United States history. He also serves as the primary contact for football postseason procurement processes and contracting, while assisting in a variety of roles during Oregon’s hosting of Pac-12, NCAA or special events. Blood joined the Oregon athletics department in September of 2016 as Assistant AD for Budget and Business Services after spending over 13 years with Florida Gulf Coast University (FGCU) in Fort Myers, FL.
Prior to joining the Ducks, Blood was the Associate AD of Internal Affairs & CFAO for FGCU athletics and was responsible for oversight of the business office, facilities & operations, equipment room, and served as sport administrator for women’s soccer and men’s golf. He served on executive appointed committees for Budget, Safety and Facilities, and Planning & Budget Council, while also representing the athletics department on campus wide committees such as food services, pouring rights, shuttle/transportation and special events.
Blood was responsible for athletics facility capital projects and directly managed renovations to FGCU’s softball, soccer, baseball and tennis facilities during his tenure. He served as the project manager for the videoboard/sound system construction and installation in Alico Arena that helped enhance gameday atmosphere and University events. Blood also led the construction planning and management team for an expansion project to Alico Arena, which include new spaces for sports medicine, academics, and the men’s and women’s basketball programs; along with renovations to the existing sports medicine facility, athletics offices and reception area. During his time at FGCU he coordinated and managed a multitude of events including athletics with NCAA D-II Women’s Basketball Regional Championship, ASUN Conference Championships, and NCAA D-I Women’s Soccer Tournament; as well as keynote speaking events with Dick Cheney, Maya Angelou, Mikhail Gorbachev, Colin Powell, Joe Biden, and Laura Bush.
He served as the primary administrator during FGCU’s historic run during the 2013 NCAA Men’s Basketball Tournament, becoming the first 15-seed team to reach the Sweet 16. Following that season, Blood helped lead special projects that helped generate additional resources including PSL’s for season tickets, courtside seating for men’s and women’s basketball home games, and securing funding for the aforementioned videoboard/sound system project in Alico Arena. While serving as the CFAO he managed an annual operating budget that grew by more than 55% during that span. He initiated, negotiated, and implemented contracts for athletics travel, team equipment and apparel, field maintenance equipment, website and software systems, and various other services.
Blood attended Slippery Rock University in Pennsylvania and received a B.S. in Sport Management with a Minor in Business Administration. He and his wife Valerie reside in Eugene, OR with their daughter Ava Rose and son Mason.
